Responsibilities

We seek a Payroll & Benefits Leader to support the organization in maintaining a safe, healthy and legally compliant, work environment.   The person will be responsible for managing the day-to-day functioning of the US Benefits & Payroll department for 2000 plus employees.   The incumbent will be the main point of contact with all benefit plans, benefits carriers and vendors on all issues related to Health and Welfare, Retirement, Workers Compensation, Disability claims (STD & LTD), FMLA, PFL, unemployment insurance  and all leave programs.  The incumbent will also be the main point of contact for US payroll supporting over 2000 employees across 50 States with the employee life-cycle; payroll processing, benefits enrollment, HRIS, on-boarding, off-boarding and reporting.

 

The ideal candidate is one who demonstrates a strong knowledge of ADP payroll processes , Aetna, CIGNA, Prudential, The Hartford, Benefit Resources,VSP, with an attention to detail and strong collaboration skills.  Will report to Vice President of Compensation & Benefits; based in Jersey City, NJ.

 

Payroll Manager: 50%

  • Manage and process bi-weekly, semi-monthly, and monthly disbursement of multi-state payroll, including garnishments, benefits and taxes to 1,600+ employees consistent with federal and state wage and hour laws.
  • Ensure the accurate and timely processing of new hires, transfers, promotions and terminations.
  • Manage and develop payroll staff, including payroll specialist/coordinator.
  • Critically review and analyze current payroll, benefits and tax procedures in order to recommend and implement changes leading to best-practice operations.
  • Audit W-4s, payroll balance sheets, YTD earnings, etc.
  • Communicate actively with Finance, HR and Billing to review cross-departmental impacts and reconcile data sharing.
  • Manage regular preparation of relevant management reports, including weekly, monthly, quarterly and year-end reports (gross payroll, hours worked, vacation accrual, tax deductions, benefit deductions, etc.). Prepare recurring and ad-hoc reports as needed by management and accounting/finance.
  • Coordinate efforts between Payroll and Human Resources to ensure proper flow and maintenance of employee data (status and personnel changes, tax withholding, benefit deductions, etc.)
  • Maintain employee records in Ultimate payroll-related systems.
  • Maintain employee confidence and protect payroll operations by keeping information confidential.
  • Responsible for all payroll related compliance (audit) requirements – including but not limited a Federal, State, and Local legal regulations and all internal company policies, procedures and processes.
  • Will develop internal and external communications relative to these changes and will update departmental workflow, policy documents & procedures to comply with all audit/compliance requirements (externally & internally)
  • Develops procedures to ensure data integrity and interface integrity encompassing benefits, payroll, and other HRIS subsystems.

 

Benefit Manager 50%

  • Manage all health, welfare and retirement benefit programs to ensure the Company offers an effective an competitive benefits package
  • Direct and provide leadership for vendor management including contract negotiation, competitive bid analysis, contract performance monitoring, vendor inquiries and problem resolution
  • Develop, implement and maintain measurements and metrics to gauge effectiveness of benefit programs and vendors. Monitors monthly reconciliation of health, life and all other costs.
  • Ensure all benefit-related communications are developed and delivered to ensure accurate, timely and effective messaging. Strong oral and written communication skills, including presentation skills, with an ability to comfortably communicate with all levels of employees.
  • Partner and collaborate with business leaders, IT, HR, Finance and Legal to achieve overall organizational objectives and strategic alignment
  • Ensure welfare & benefit policy and practices are in compliance with federal (including Health Care Reform Act) government legislation and in each State or jurisdiction of operation, and EXL principles.
  • Responsible for all welfare & benefit related compliance (Audit) requirements – including but not limited a Federal, State, and Local legal regulations and all internal company policies, procedures and processes.
  • Will develop internal and external communications relative to these changes and will update departmental workflow, policy documents & procedures to comply with all audit/compliance requirements (externally & internally).
  • Determines US payroll & benefit strategies for EXL (including setting department targets and goals), and implement/manage change within the department accordingly
  • Responsible for the administration of: all employee benefit plans; the company’s annual open enrollment process; benefit files; websites and internal HRIS system; LOA paperwork (including STD, LTD, FMLA and PFL claims and track status); all WC paperwork & claims and responds to carrier inquiries; COBRA administration; process and monitors all unemployment claims; Flexible Spending Accounts and HRAs; develops and maintains effective process documentation and controls for all functions; respond to staff inquiries regarding claims and benefit questions; stay up-to-date on regulations, laws and best practices; serve on the 401(k) Committee to monitor plan performance and compliance; support the administration of healthcare and employee benefit programs; participates on M&A teams including due diligence and post-acquisition integration; provides thought leadership to business units and HR team on local benefit issues including new hire packages, recognition, incentive plans, retention programs and compensation structure
  • Manage the planning and implementation of new/revised payroll procedures (new jurisdictions, different taxation schemes, varying labor standards, changes in Company policies, new pay items, upgrades in software systems)
  • Configure, test and execute software changes needed to comply with above-mentioned procedure revisions in coordination with other affected departments
  • Oversee GL, pay-code and tax structure set up in HRIS system and payroll processing systems.

Qualifications

Qualifications, Experience & Certifications:

  • Bachelor’s degree in Human Resources or related field; masters preferred
  • Minimum of ten (10) years, progressive responsibility in managing multi-State benefit programs & payroll for at least 1000 employees required; international experience is a plus; prior supervisory experience preferred.
